I can see that being abused by some players (such as recalling encircled units then resending them to save manpower and equipment) and that may have been one reason why the Dev's decided not to work on such a feature. To take your example of recalling volunteers. Then there is also the question of game balance. Other issues can also crop up, forcing the team to delay or put something on the backboned if it's not ready or another feature need more attention at the time (I've heard that Italy was supposed to be reworked with France in La Resistance but they cut it for later as it wouldn't be ready in time). It's a complex set of code under the bonnet of HOI4 and it's part of the reason why some mods that implement new systems have compatibility issues with other mods implementing other new systems. A mod maker can focus on a single feature and implement it against the current set of features Paradox has in the game, while the Devs have to juggle which features are more important to implement now, along which how much dev time is needed to conceptualise, prototype and bug test that feature and how it works with the other new features being developed for a major patch.
